So the environment was deteriorated immediately, and this also accelerate the exhaustion of energy source, only by launching the third revolution can we bring on the future development of internal combustion. Key words: The combination between oil and oxygen; oxygen mixed burning for only one time; electrolyte; The internal combustion engine; the burning formula; energy saving and environmental protection; eliminate fog and haze. Up till now, the developing history of internal combustion engine has more than 150 years. It has made great achievement for the development and civilization of human being. In 1801, French chemist Philip·Leben use coal gas and hydrogen as the fuel, which were acquired by dry instillation of coal. And this had created the engine that can provide piston which was pushed by expansion force. The expansion force was lit up by the mixed coal gas, hydrogen and air. This invention originates from the research and development of the piston steam engine. During its development, especially the German people Otto and Dissel, they summarized the endless practice and creations of the pioneer people, pushing it continue to develop and upgrade. They found the law and laid solid foundation for the development of gasoline engine and plane. And they made great contribution for the development of internal combustion engine; we call them the pioneers of the first revolution. We simply name the invention as the mechanical principle revolution of combustion engine. Up till now, it was still undergone big improvement. With the development of science and technology, the
