With the increasing coverage of social security , the constant improvement of the level of overall planning , China s social security fund scale is increased year by year. Therefore , the social security fund can t shrink , and its value great significance. By analysis of the income condition of social security funds at present in China , compared the social security fund yields wi出 the inflation rate and the Shanghai index yields , the author point out that the social security funds 町e faced with the problem in the process of development , and he puts forward the cor四sponding counte口neasures. Key words: Social security fund; Inflation rate; Capital market 我国改革开放三十多年，在经济社会发展方面的一个重大的变化是中国的社会保障基金制度初步形 成并且不断发展，它影响着越来越多的人生安排，可谓意义重大。中国社会保障基金大体上可以分为全国 社会保障基金、社会统筹和个人账户相结合的基本社会保险制度、企业年金和社会养老保险基金四个部 分。而本文主要探讨的是我国社会保障基金收益的现状、存在的问题及其可能解决的对策。 1 全国社保基金简介 20∞年8 月，国务院决定建立全国社会保障基金，同时设立全国社会保障基金理事会。全国社会保 障基金是中央政府集中的社会保障资金，主要用于弥补今后人口老龄化高峰时期的社会保障需要，是国家 重要的战略储备。全国社会保障基金理事会为国务院直属正部级事业单位，负责管理运营全国社会保障 基金。 全国社会保障基金虽然成立的时间不长，但是资产增长很快。其管辖的资产从2
