关于加强中央政策在地方执行力的对策研究 摘 要 政策是国家、政党为实现一定历史时期的任务和目标而规定的行动准 则和行动方向。任何一个国家的发展，均离不开政策的指导和调控，离不 开政策的有效执行。党和国家的方针政策能否发挥作用，政策目标能否实 现，关键在于是否在实践中得到了切实的贯彻执行，在于地方政府能否把 中央政策千方百计地落到实处。然而，由于中央政策执行是一个复杂的过 程，涉及诸多环节、要素，各个环节和要素互相联系并相互制约，任何一 个环节出现问题、任何一个要素不合理或不协调都会直接影响中央政策执 行系统的整体功能发挥，从而导致中央政策执行偏差。认真研究这个问题， 对提高地方政府的政策水平、有效执行中央政策、构建社会主义和谐社会 均具有重要的理论和现实意义。 本文以中央政策执行不力为背景，首先对中央政策执行不力的表现形 式进行了总结，把地方政府执行中央政策不力的表现分为三类：执行失职、 执行不当和执行低效；其次，从中央政策 自身缺乏科学性和可操作性、地 方政府对中央政策认知不足和落实不力、中央政策执行监控机制乏力三个 方面对中央政策执行不力的原因进行了系统分析；最后，针对中央政策执 行不力的原因，提出了加强中央政策在地方执行力的主要对策，具体包括： 采取有效措施，切实加强中央权威；增强中央政策的科学性与可操作性； 提高中央政策的认知程度与政策执行主体的素质；完善中央政策执行监控 机制；加快省直管县进程，减少中央政策的执行环节。 关键词：中央政策；执行力；对策 1 关于加强中央政策在地方执行力的对策研究 Abstract Policies are conventions and guidelines that a country or a party stipulates to fulfill its missions or materialize its targets in a certain period. A country will not develop well without sound guidance and control of policies as well as their effective enforcement. The key to the implementation of a Party’s or a country’s guidelines and policies and the realization of its policy target lies in the fact that whether the policies are strictly carried out in practice or ultimately, whether the local governments can use their best endeavor to implement the central policies.
