浅议在工程管理中如何控制工程造价 摘要: 工程造价管理是指遵循工程造价运动的客观规律和特点，运用科学、技术原理和经济及法律等管理手段，解决工程建设活动中的工程造价确定与控制，技术与经济，经营与管理等实际问题，力求合理使用人力、物力和财力，达到提高投资效益和经济效益的全部业务行为和组织活动。工程造价管理不仅仅是个经济问题，它是一集经济、技术与管理为一体的综合学科，工程造价的高低，直接反映着投资效益的好坏，充分体现了建设单位的工作质量和管理水平。加入WTO后，我国经济被迫纳入全球经济一体化轨道，彻底融入到世界经济的大潮中。而我国工程项目造价管理仍制及对现代工程项目造价管理方法的研究、推广和应用方面，与世界发达国家还存在一定的差距。因此，我国应尽快推广国际通行的工程造价管理方法，加速工程建设领域的改革，利用科学的管理方法和先进的管理手段，合理地确定和有效地控制造价，以提高投资效益和建筑安装企业的经营效益。本文从我国目前造价管理现状入手，结合国家有关法规和政策，分析了市场经济、我国加入WTO以后对工程造价管理提出的新要求和现行造价管理中突出的热点问题。研究了国际惯例和西方发达国家造价管理的特点，并在此基础上，结合实际，根据现有政策法规状况，提出了我国造价管理改革的一些思路，希望能给从事工程造价管理工作的同行一点参考。 关键词:造价管理; 改革思路; 造价控制 The discussion on how to control the project cost in cost Management Abstract: Project cost management is defined as to employ administrant means,such as scientific and technical theory, economy and law to tackle the practical issues during the activity of project construction, including the definition and control of project cost, technology and economy, as .well as management, striving for the reasonable employment of manpower, material recourse and financial ability, to reach the aim for the improvement of the benefit on both investment and economy arising from all operations and organizing activities.Project cost management is not only a simple economic problem, but also a complicate subj ect combining economy, technology and management.
