老年教育项目协同治理困境及破解路径探析
———基于SFIC模型分析的“智慧助老”项目例证

[摘要]项目制成为当前老年教育发展的重要支撑。政府部门、开放大学、社会组织和相关企业等多元主体协同
推进老年教育项目成为基本的实践样态。运用SFIC协同治理经典模型,以“智慧助老”公益项目(太原站)为实践
样本,深入剖析老年教育项目协同治理中存在的基础薄弱、领导催化不足、规范阙如、联动不畅等现实困境。基于
此,提出老年教育项目协同治理破解路径包括:建立清单管理机制,夯实协同治理初始基础;健全领导小组机制,强
化协同治理领导力量;完善政策设计机制,加强协同治理制度保障;搭建对话沟通机制,形成协同治理良性循环等。
