中文摘要 农村剩余劳动力的转移是随着社会、经济的不断发展而自然产生的一种社会现象，它对城市的建设、农村的发展、社会的总体进步都有着至关重要的作用。但是，我国的农村剩余劳动力的转移存在很多的阻碍因素，如土地所有权与使用权的分离、城乡二元户籍制度、社会保障制度不够完善、城市化进程缓慢、劳动力市场不完善、经济产业结构不合理、政府作用发挥不充分、劳动力主体质量不高等等问题。由于这些问题的存在使得我国农村剩余劳动力的有效转移变得十分困难，这就导致了城市发展的不协调、农村发展的滞后、社会的不和谐等一些问题。这就需要采取一些有效措施来铲除这些阻碍因素，使农村剩余劳动力能够高效地转移，才能满足城市的高速发展的需求，才能为新农村的建设与发展提供良好的条件。 关键词： 农村剩余劳动力的转移 阻碍因素 有效措施 Abstract The transfer of surplus rural labour is a social phenomenon because of the development of social economy, which plays a significant role in the cities construction、villages development and socials whole improvement. However, lots of obstructive factors exist in the transfer of surplus labour in our countryside, such as the land-ownership and land use rights separation、household registration system under the dualistic structure of urban and rural areas、 the social security systems imperfection、 the slow process of urbanization、the imperfection of labour market、the irrational economys industrial structure、 the insufficiency of governments action、 the main labours low quality level and so on. All these questions add difficulty to the surplus labour in our countryside, which has led to the inharmonious in the cities development、the slow development of countryside and the societys inharmonious. Therefore, its high time to take some effective solutions to wipe out the obstructive factors so that the surplus rural labour can transfer smoothly to satisfy the demands of cities rapid development and offer optimum condition for the new countrysides construction and development.
