中国一东盟自贸区升级版背景下中越贸 易关系发展研究 广西大学中国东盟研宄院 打造屮国一东盟自贸区升级版将使得屮国一东盟自贸区的贸易投资自由化和便 利化水平得到极大提升，中越两国的贸易合作在中国一东盟自贸区升级版的背 景下将会得到进一步的深入发展。分析中越两W在货物贸易、服务贸易和投资贸 易的现状及问题，通过对中越两国经济开放程度和贸易强度指数指标的定量分 析，发现中越两国双边贸易额在经济总量偏小的基础上贸易不平衡等问题加剧。 提出屮越两国应正视贸易逆差，平衡贸易发展，完善双方贸易门岸及互市点基 础设施，增进双方政治互信等相关对策。 关键词： 中国一东盟自贸区升级版;中越贸易;贸易强度指数;发展对策; 孟婵（1993-）,女，河北石家庄人，广西大学中国一东盟研究院中 国一东盟区域发展专业2016级研宄生，主要从事区域经济一体化研宄。 收稿曰期:2017-07-05 Research on China-Vietnam Development of Trade Relations under the Background of Updated Version of China—ASEAN Free Trade Area Meng Chan Institute of China—ASEAN Studies， Guangxi University: Abstract： Development of updated version of China-ASEAN Free Trade Area undoubtedly contributes to great elevation of liberalization and facilitation of trade and investment in China-ASEAN Free Trade Area, and further in-depth China-Vietnam development of trade cooperation under the background of updated version of China-ASEAN Free Trade Area. Analysis of the current situation and problems in commodity trade， service trade and investment trade between China and Vietnam and a quantitative analysis of eco-nomic opening level and trade intensity index in China and Vietnam shows that China-Vietnam bilateral trade volume witnesses trade imbalance on the basis of small overall economic volume. China and Vietnam should face up to unfavorable balance of trade, balance trade development, improve infrastructure of the bi-lateral trade ports and border trade and enhance political mutual trust. Keyword： updated version of China-ASEAN Free Trade Area; China-Vietnam trade; trade intensity index; development strategy; Received： 2017-07-05 2008年金融危机以来，全球整体经济形式依旧不容乐观，全球经济的发展走势 仍旧纷繁复杂。越南作为少数几个在经济发展方面释放积极信号的国家， 2013^2015年超额完成了国会制定的经济增长目标。从1991年中越邦交正常化 以来，尤其是经过中国与东盟W家“黄金10年”的合作发展，中越双边贸易额 持续增长，中国企业对越“走出去”的步伐不断加快，经贸合作取得积极进展。 目前（截至2017年），中国已经连续13年成为越南最大的贸易伙伴，越南2016 年也首次成为屮国在东盟的最大贸易伙伴。自贸区的建设使双边经济得到双蠃， 也为自贸区进一步的发展奠定了良好的基础。由于自贸区建设的起点较低，商品 减税效应使得双边贸易额屡创新高，但是，在双方贸易额中的占比依旧较低， 关税降低所带来的贸易扩大效应逐渐下降。在此背景下，从2013年10月启动中 国一东盟自贸区升级谈
