国际科技合作项目管理流程及模板研究 ——以北京市国际科技合作项目管理为例.pdf

摘 要 21 世纪以来，随着全球和区域范围内科技合作和交流的日益频繁和深化， 我国国际科技合作在任务、内容、重点、要求显示出与以往显著不同的特点， 对现有的国际科技合作项目管理体制提出了改进需求。 本文主要以北京市市科委主管的国际科技合作项目管理为例，对国际科技合 作项目的管理流程及管理模板进行研究。首先分析了国际科技合作项目的特点 和需求，接着介绍流程管理的相关概念与内容，梳理出一套流程管理的方法和 工具；然后在分析目前北京市国际科技项 目管理流程现状的基础上，针对国际 科技合作项目的特点和需求，运用流程管理理论与方法，对当前管理流程进行 优化，建立起国际科技合作项目管理生命期，并且分别设计了选题管理流程、 立项管理流程、中期管理流程、验收管理流程、后评估管理流程。 在此基础上，设计一套针对国际科技合作项目的不同类型管理模板，包括生 命期模板、工作分解结构模板（WBS 模板）、网络图模板、甘特图模板、风险 管理模板，以增强该类项目管理的计划性、规范性、可操作性以及易用性；最 后给出国际科技合作项目管理的对策建议。 本文立足实践，研究建立了国际科技合作项目管理的管理流程及管理模板， 丰富了国际科技合作项目管理方面的研究，有助于提高我国国际科技合作项目 的管理水平和提高我国国际科技合作项目的成功率，具有一定的理论意义与实 践意义。 关键词：国际科技合作，流程管理，管理模板，项目管理 1 ABSTRACT Since the 21st century, Scientific and technological (ST) cooperation and exchanges have further expanded and developed. And International ST Cooperation Projects have been significantly different in the task, content, focus and requirement, which proposed to improve the Management System of International ST Cooperation. In this paper, we would make a study on the management processes and templates of International ST Cooperation, which is based on the management of International ST Cooperation projects (ISTCP) in Beijing. First we analyze the characteristics and needs of International ST Cooperation projects, and then introduce the related concept and content of process management, and come out with a set of methods and tools of process management.
