【摘要】高校体育智库在中国体育事业发展中，发挥着越来越重要的作用。随着《辽宁省质量强省建设纲

要》的下发，辽宁省高端体育智库建设已经刻不容缓。该文运用文献资料法、对比分析法对辽宁省高校体育

智库建设的困境进行研究，分析目前国际高端智库形式，对辽宁省体育智库建设提出建设性对策。研究表

明，辽宁省高端体育智库存在着缺乏独立化建设、人才机制不完善、高校体育智库资源利用不充分等现实困

境。辽宁省作为体育大省，出现过很多知名运动员，应扩大辽宁省体育的影响力，加强体育人才的培养，促进

体育智库的高效利用，为强省建设提供理论与实践支撑。
