制手段保存论文。 签名： 李京 导师签名： 杨俊 日期：2010 年 5 月 15 日 未来我国人口变迁对现行城镇职工基本 养老保险制度可持续性影响程度分析 摘 要 人口老龄化是制约养老保险制度可持续发展的重要因素，因为随着人口老 龄化的到来，老年人口数将会大幅度增加，相对应的是在职劳动人口数的减少。 那么养老保险基金的征缴基数将呈现下降趋势、基金来源面临不足而支出又会 大幅度上升，在这样的情况下养老保险的保障水平只能是低层次的，养老保险 制度的可持续是令人担心的。 人口因素的变化对我国养老保险制度的影响主要包括以下几个变量，一是 就业年龄。二是退休年龄。三是平均预期寿命。四是年龄构成。五是生命周期。 本文研究城镇职工基本养老保险制度的可持续性，选取养老保险基金缺口等为 基本变量。 本文结合现有研究成果，选取构建养老保险制度可持续能力的核心指标体 系。同时，在理论分析的基础上，结合我国养老保险的发展特征，包括选定相 应指标及影响指标的主要参数，并设定模型的假设前提。根据前提假设、建立 的模型和参数进行分析，对养老保险制度可持续能力的核心指标进行敏感性分 析，最后得出结论并发现其中的政策启示。 作为世界上人口最多的国家，研究人口结构未来的变化趋势，并以此为基 础测养老保险重要变量的变化态势。同时，结合相关精算方法来发现对我国养 老保险制度可持续能力的冲击程度并对政策变动的必要性和可行性提供建议， 这对我国养老保险的长远发展具有重要意义。 关键字：基本养老保险制度 制度内抚养比 基金缺口 Abstract Population aging is restricting pension system an important factor for sustainable development，ecause with the advent of an ging population， the elderly population will substantially increase，corresponding to the number of the employed labor force reduction.Then the collection of pension insurance fund will base a downward trend，the fund is facing shortage of sources of expenditure will rise substantially，in such circumstances the level of pension insurance protection can only be low-level，sustainable pension system is to make people worry about.
