T he performance evaluation of public sector, which involves many different stakeholders, is a complicated process. It is necessary to take stakeholdersinterests into account. By clarifying the connotation based on the characteristic attribute of stakeholders, this paper defines the conception of stakeholders in the performance evaluation of public sector, and constructs the perform ance evaluation model based on stakeholders.
