在全球经济环境日趋复杂和市场竞争日益激烈的背景下，中小企业面临着巨大的生存和发展挑战。本文通过理论研究与实践分析相结合的方法，探讨了中小企业成本控制的理论基础、主要难点及对策建议。研究发现，中小企业在成本控制方面存在管理层意识薄弱、体系不完善、人力资源管理困境、采购成本波动、生产过程控制不足和财务管理专业性欠缺等问题。针对这些难点，本文提出了构建全面成本控制体系、优化采购与库存管理、加强人力资源成本管理、推进生产流程精细化管理、提升财务管理信息化水平和建立成本考核激励机制等对策建议。这些措施有助于中小企业有效控制成本，提升竞争力，实现可持续发展，对优化产业结构和促进经济转型升级具有重要意义。

ABSTRACT

Inthecontextofanincreasinglycomplexglobaleconomicenvironmentandintensifyingmarketcompetition,smallandmedium-sizedenterprises(SMEs)facesignificantchallengesintheirsurvivalanddevelopment.Thispaperemploysacombinationoftheoreticalresearchandpracticalanalysistoexplorethetheoreticalfoundation,majordifficulties,andcountermeasuresforcostcontrolinSMEs.ThestudyidentifiesseveralkeyissuesincostcontrolforSMEs,includingweakmanagementawareness,anincompletecostcontrolsystem,humanresourcemanagementchallenges,volatilerawmaterialprocurementcosts,inadequateproductionprocesscontrol,andinsufficientfinancialmanagementexpertise.Toaddresstheseissues,thepaperproposesacomprehensivesetofstrategies,suchasbuildingarobustcostcontrolsystem,optimizingprocurementandinventorymanagement,enhancinghumanresourcecostmanagement,promotingleanproductionprocesses,improvingfinancialmanagementthroughinformationtechnology,andestablishingeffectivecostevaluationandincentivemechanisms.ThesemeasuresaimtohelpSMEseffectivelymanagecosts,enhancecompetitiveness,andachievesustainabledevelopment,therebycontributingtotheoptimizationofindustrialstructuresandthepromotionofeconomictransformationandupgrading.
