This report was prepared within the framework of the activities of the
Committee on International Investment and Multinational Enterprises
(CIME). It is based on a study by the OECD Secretariat, which was
reviewed by members and observers in the Committee at its meetings in
December 2001 and April 2002. The process included consultations with
the Business and Industry Advisory Committee, Trade Union Advisory
Committee and other civil society partners of the Committee. This report
has been approved for publication by the Committee.
Introduction
Foreign direct investment (FDI) is an integral part of an open and effective
international economic system and a major catalyst to development. Yet, the ben-
efits of FDI do not accrue automatically and evenly across countries, sectors and
