美国大学图书馆支持民众科学研究的经验及启示 　　摘 要 论文调研了美国校园开展民众科研的现状及图书馆在其中所起的角色，比较了图书馆开展民众科研与以往开展科普教育的异同，认为以往开展科普教育的经验是开展民众科研的基础，而民众科研是校园图书馆服务的新方向。我国应加快民众科研的制度建设，校园图书馆应增强对民众科研的认识，并针对新的服务要求，优化部署图书馆工作人员和改善工作机制，抓住机遇，克服挑战。 　　关键词 校园图书馆 民众科研 非正式科学教育 　　分类号 G250 　　DOI 10.16810/j.cnki.1672-514X.2016.12.022 　　The Experience and Reference of the Citizen Scientific Research in American University Libraries 　　Zhou Lingling 　　Abstract This paper investigates the practices of the American university libraries’ citizen scientific research and the roles of the libraries in these practices. It analyzes the differences and similarities between citizen scientific research and science popularization which hold on by the libraries in the past， and concludes that the experiences of science popularization is the foundation of launching citizen scientific research， and citizen scientific research will be the new direction of the university libraries’ services. Moreover， it suggests that our country should fasten the development of the policies related to citizen scientific research. Meanwhile， the university libraries should strengthen the awareness of citizen scientific research and optimize the arrangement of librarians and the working mechanisms against the new requirement， thus seizing the opportunities and conquering the challenges. 　　Keywords University library. Informal science education. 　　现代科技，尤其是互联网以及移动终端的发展，促进了人与人之间的信息与知识共享。在此背景下，以往由科学家独立或合作完成的科学研究也逐渐引入了公众力量。民众科研，（Citizen Science，又译为“公众科学”）由此兴起。 　　事实上，民众科研由来已久。在20世纪各种大学和学院开办的正式科学研究教育项目向公众开放之前，就有许多科学爱好者将大量的时间用于探索宇宙的奥秘并推动科学的发展，这被认为是最早的民众科研形式。目前公认的最早的民众科研活动可追溯到1880年灯塔看守人收集飞机与小鸟撞击事件的数据。不过，较为正式的民众科研项目是1890年美国气象局批准的“Cooperative Observer Program”项目[1]。在该项目中，观察者记录数据，如温度和降水，并向国家气象服务中心提交日常报告。该项目延续至今，只是报告改为了电子提交。 　　在学术界，民众科研的概念及内涵目前尚不完全统一。在牛津词典2014版中，民众科研被定义为“公众承担科学研究工作，通常与科学家或科学研究组织协作完成或在其指导下完成”。在此之前，欧盟发布了欧洲公众科学白皮书，其中对民众科研的定义是，“公众参与到科学研究活动，对科学研究有所贡献，贡献包括知识、工具、资源等等，参与者为研究者提供实验数据和实验设施，并提出新的问题和参与创建新的科学文化”[2]。中国科学院植物研究所的
