摘 要 产业结构与就业结构的关系协调与否是衡量一个地区国民经济健康发展的标志。产业升级是促进就业结构优化的必要保证，而就业结构优化则是促进经济发展与产业升级的必要前提。本文在考察宁夏产业结构与就业结构的变动趋势的基础上，利用产业结构偏离度，比较劳动生产率指标以及一元线性回归模型对宁夏产业结构和就业结构关系进行了实证分析。研究表明，宁夏产业偏离度过高，产业结构效益差和三次产业GDP增长对就业的拉动效应不大，第一产业剩余劳动力转移任务艰巨。在此基础上提出相应的调整产业结构和就业结构及促使二者关系协调发展的对策建议。 【关键词】：宁夏，产业结构，就业结构，关系 ?Abstract Whether the relationship between industrial structure and employment structure is coordinated or not is a sign of a regional`s economy healthy development. Industrial upgrading is necessary to ensure optimal employment structure, while optimizing the structure of employment is to promote economic development and industrial upgrading prerequisite. The paper reviews the Ningxia changes in industrial structure and trends in the employment structure based on the degree of deviation using some empirical analysis，such as industrial structure, employment flexibility, more productivity indicators and a linear regression model of the relationship between industrial and employment structures in Ningxia . The results show that Ningxia industry deviation is higher, the industrial structure and poor efficiency and GDP growth in the third industry pull effect on employment is not effective, the first task is arduous industrial surplus labor .On this basis, make the appropriate adjustments promote industrial and employment structures and the coordinated development of relations between the two countermeasures. [Key words]Ningxia, industrial structure, employment structure, relationship 宁夏产业结构与就业结构关系的实证分析 1 导论 1.1 问题的提出及研究意义 产业结构与就业结构的关系协调与否是衡量一个地区国民经济健康发展的标志。产业部门是就业的载体，产业结构的变动必然反映到就业结构的变动上来。在经济增长的过程中，随着技术进步、分工深化以及需求结构的变化、产业政策的调整，产业结构处在不断的变动之中，从而导致就业结构的同向变化。产业升级是促进就业结构优化的必要保证，而就业结构优化则是促进经济发展与产业升级的必要前提。。产业具有两个层次的含义。其一是从宏观层次看，产业是按某一标准划分的国民经济各部分的集合；其二是从微观层次看，产业是具有某一技术特征及属性的企业的集合，由此可以看出，产业是介于国民经济的细胞(企业与家庭消费)与宏观经济(国民经济)之间的范畴。产业具有某种经济活动的同一属性，由于各国社会经济制度不同，国民经济核算体系不同，各有其不同的分类标准。按照英国经济学家科林·克拉克(colin clark)的划分方法，第一产业是从自然界获取产品的活动；第二产业是对初级产品进行再加工的活动；第三产业是为传递产品而进行的经济活动。美国经济学家西蒙·库茨涅兹(simonkuznets)将国民经济活动分为
