Qingdao 266000 China) Abstract: Lacking of standard communication protocol is the key problem that has been obsessing the development of our traffic signal control system. In view of the situation of our country, the thesis analyzed the main frame of NTCIP and presented a protocol. The protocol stipulated the structure and the demand of Physical layer, Data-Link layer, Network layer and Application layer. Besides, It also ordained the content of PMPP protocol, NULL protocol and the messages of Application layer. The protocol is workable for the communication between traffic signal controller and control center. Key words: Data communication protocol, Traffic signal controller, Control center ITS
