Dont try so hard, the best things come when you least expect them to. Core purposes of a plan:  Offer a consensus-based community vision for future development that inspires action;  Provide the facts, goals, and policies for translating the vision into a physical development pattern;  Inject long-range consideration into short-range actions that promote a future development pattern that is livable, socially just, economically viable, and environmentally compatible;  Represent a “big picture” of the community that is related to the trends and regional (and potentially global) interests in which the local government is located. Types of Plans as Products of a Multistage Process  Type of land use plans  1. Areawide Land Policy Plan( 区域土地政策规划）：  Ma ed general policy districts  conservation, rural, urban(保护地区、乡村地区，城市地区）  2. Communitywide Land Use Design Plan(城乡土地使用设计规划  Specific spatial organization of land uses  location, type, mix, and density(选址，类型，混合和密度）  3. Small-Area Plan  Urban areas within a community  transportation corridors, CBDs, neighborhoods  Open space areas within community  watersheds, habitats, farmlands, flood zones  4. Development-management Plan  Program of action for plan implementation Areawide Land Policy Plan( 区域 土地政策规划）  Areawide Land Policy Plan offers general guidance to future land use and development decisions.  The plan is based on an analysis of land suitability (土地适宜性）and an analysis of demand for land for urbanization and open spaces.  A key element of this plan is a map of three gener
