Thisdocumentpresentsasystematicapproachfortenderingandawardingofcontractsforinternationalconstructionprojects.Itisintendedtoassisttheemployer/engineertoreceivesoundcompetitivetendersinaccordancewiththetenderdocumentssothattheycanbequicklyandefficientlyassessed.Atthesametime,anefforthasbeenmadetoprovidetheopportunityandincentivetocontractorstorespondeasilytoinvitationstotenderforprojectswhichtheyarequalifiedtoimplement.Itishopedthattheadoptionofthisprocedurewillminimizetenderingcostsandensurethatalltenderersreceiveafairandequalopportunitytosubmittheiroffersonareasonableandcomparablebasis.
