In China, the present rural human capital investment includes the input to the rural compulsory educa??tion, rurallabor skills training and medical care. That input is helpful to improve rurallahor quality, and rural labor quality direc Y affects their transfer for non -agricultural employment, including the willing for non-agricultural employment, the ability to take a non-~cultural job, and the stability of non-~cultural employment. Therefore, to accelerate rural surplus lahor transfer for non??agricultural employment, it is necessary to increase the investment to rural human capital.
