铁路局端午节假日运输方案
铁路部门优先用好新图能力,在巩固既有客流的基础上,进一步开拓客运市场,并根据端午节假日客流特点制定措施,有针对性地搞好营销宣传,加强客流组织,确保新图效能。全路增开直通临客12对,重点解决大中城市间客流需要,并采取动车组重联、客车套跑、恢复图定编组、加挂车辆等措施增加直通能力,主要城市间夕发朝至列车均满轴运行。
同时,根据端午节假期较短、中短途客流增势迅猛的特点,铁路部门要借鉴以往长周末客流组织经验,优化客运产品结构,组织好京津城际铁路、京沪线沪宁段、广深线、沪昆线以及石太、合武和胶济铁路客运专线等线路上动车组列车的开行。
端午节期间,全路开行动车组列车增至321.5对,同比增加125.5对。沪宁和沪杭段增至73对、京津城际铁路增至69对、广深线增至100对;对合武、石太客运专线等客流饱满区段实施动车组重联。
铁道部成立端午节假日运输领导小组,下设假日运输办公室,由相关人员昼夜值班。各铁路局也相应成立假日运输领导小组和假日运输办公室,值班人员坚守岗位,畅通信息渠道,尤其要加强对管内主要客运站和旅游景区车站的监控,遇到突发问题及时逐级汇报。各铁路局对重点车站指派干部现场指导和协调,所有临客都要有客运干部上车添乘,确保各项工作有序可控。
另外,铁路部门要充分发挥车站售票主渠道作用,采取增开窗口、延长售票时间等方式,减少旅客排队购票时间,大站坚持24小时售票,并及时公布剩余票额;进一步扩大票额复用、共用范围,将直通列车用于往返、联程票发售的票额由20%提高到30%;用好折扣票价政策,进一步提高直通客车空闲卧铺利用率;利用多种宣传媒介,加大对新图客车和新增临客的宣传力度,采取有效措施引流上线;结合普通客车专项整治活动的开展,抓好假日运输中待客服务、卧具更换、车内卫生、列车上水和餐饮服务等工作。
