中国油气管道建设现状及发展趋势

摘要：随着2017年国家发展改革委、国家能源局发布《中长期油气管网规划》，我国长输油气管

道行业迎来新一轮的发展高峰期。目前，我国长输油气管道运营商包括中石油、中石化、中海

油以及省级管网公司，其各自所辖管道长度在国内占比、管道分布集中地区以及管道承担能源

输送的战略意义都各不相同。总体而言，我国主干管网建设较为完善，脉络清晰，能源进口通

道基本打通，但油气管网发展仍面临着总体规模不能满足国内实际需求、管网布局结构急需合

理调整、管网现有体制机制不适应当前发展等诸多问题。未来，我国油气改革政策陆续实施，

中国油气管网建设将全面提速，油气储运行业发展将迎来新的挑战。

Abstract：WiththereleaseoftheMediumandLong-termOilandGasPipelineNetworkPlanbythe

NationalDevelopmentandReformCommissionandtheNationalEnergyAdministrationin2017，

Chinaslong-distanceoilandgaspipelineindustryhasusheredinanewroundofdevelopment.Atpres‐

ent，Chinaslong-distanceoilandgaspipelineoperatorsincludeCNPC，Sinopec，CNOOCand

provincial-levelpipenetworkcompanies.Thestrategicsignificanceoftheirrespectivepipelinelengths

indomesticproportions，pipelinedistributionareasandpipelineenergytransmissionarealldifferent.In

general，theconstructionofChinasmainpipelinenetworkisrelativelycomplete，thecontextisclear，

andtheenergyimportchannelisbasicallyopened.However，thedevelopmentofoilandgaspipeline

networkstillfacesmanyproblemssuchassmalloverallscale，unreasonablelayoutstructureandunsuit‐

ablesystemandmechanism.Inthefuture，Chinasoilandgasreformpolicieswillbeimplementedone

afteranother，Chinasoilandgaspipelinenetworkconstructionwillaccelerateinanall-roundway，

andthedevelopmentofoilandgasstorageandoperationindustrywillusherinnewchallenges.
