智慧交通背景下广州城市交通拥堵治理研究.pdf

摘要

随着我国城市化进程的加快,国内一线城市的人口增长与流动加剧，机动车保

有量持续上升，停车位严重告急，现有的道路供给能力已无法满足城市通行需求，

交通拥堵问题己经成为制约城市进一步发展的瓶颈，城市交通拥堵成为让人困扰

的“痼疾”，引发社会的广泛关注，现有的道路供给能力、道路管控、交通限行

政策、交通系统的承载能力己经越来越难以满足民众对交通资源的需求。由于一

线城市土地资源相对紧张，高效合理利用道路资源与占用更多的土地来建设道路

相比较，前者经济性更优。

智慧交通的发展，为城市交通管理部门治理交通拥堵提供了全新、高效的解

决手段，本文以广州市为例，从交通需求、交通基础设施、规划管理等方面，采

用文献研究法、实地调研法、比较分析法、问卷调查法，深入剖析当前城市交通

拥堵问题，梳理分析出导致城市交通拥堵的原因，并通过分析智慧交通在交通管

理中的应用、带来的优势和存在的问题及挑战，结合国内外城市交通拥堵治理的

经验,在当前城市道路总存量、停车位等交通资源条件严重告急而又无法短时间得

到提升的背景下，加快城市智慧交通的应用，在有限的道路资源中降低交通拥堵

程度，为城市出行提供便利，从而优化城市的交通系统并促进智慧城市的建设，

对全国类似广州的一线城市运用智慧交通治理城市交通拥堵提供可借鉴、可复制

的参考。

Abstract

WiththeaccelerationofChinasurbanizationprocess,thepopulationgrowthand

mobilityindomesticfirst-tiercitieshaveintensified,thenumberofmotorvehiclesin

usehascontinuedtorise,andparkingspacesareinseriousshortage.Theexistingroad

supplycapacityhasbeenunabletomeettheurbantrafficdemand.Thetraffic

congestionproblemhasbecomeabottleneckrestrictingthefurtherdevelopmentofthe

city.Urbantrafficcongestionhasbecomeatroublingchronicdisease,causing

widespreadconcerninsociety.TheexistingroadsupplycapacityRoadcontrol,traffic

restrictionpolicies,andthecarryingcapacityofthetransportationsystemhavebecome

increasinglydifficulttomeettheneedsofthepublicfortransportationresources.Due

totherelativelytightlandresourcesinfirst-tiercities,theefficientandreasonableuse

ofroadresourcesismoreeconomicalcomparedtooccupyingmorelandtobuildroads.
