我国外汇储备合理规模的探讨

摘要

在世界各国和各个地区外汇储备规模都高速增长的时代背景下,我国外汇

储备的快速增长，不仅引起了国内外的密切聚焦，也引发了外汇储备是否过多

的讨论。中国成为世界第一外汇储备国，在带来机遇的同时也带来了不少挑战。

进入21世纪后，我国外汇储备开始出现超常增长，由2000年的1655.74

亿一路猛增，而2004和2005两年中，外汇储备更是以每年超过2000亿的增量

递增。央行在日前公布了最新的数据，截止2009年年底，中国的外汇储备余额

是23991.52亿美元。

很多人认为，我国外汇储备已经超出“最优”的规模，应当采取适当措施

减少外汇储备存量。那么，应当如何看待外汇储备的超常快速增长呢？我国外

汇储备是否已经超出可容忍的限度？本文在叙述我国外汇储备现状、规模和成

因的基础上，指出了巨额外汇储备造成的积极影响和消极影响，对于最优的外

汇储备规模做出了测算，提出了调整我国外汇储备规模、管理与运用多条外汇

储备的运用途径，以供商榷。
