桐柏抽水蓄能电站 经营管理体制及成本回收机制研究 国电动力经济研究中心 二o o四年十二月  中心项目编号： 2004100010D02017 主 任 邓建利 总经济师 胡兆光 科研管理处 雷体钧 电网所所长 李 英 课题负责人 李成仁 编 写 李成仁 李 英 李红军 刘毓全 段燕群  摘 要 浙江桐柏抽水蓄能电站，是我国“厂网分开”电力体制改革后，也是发改能源[2004]71号文颁布后第一个即将投产的抽水蓄能电站。研究浙江桐柏抽水蓄能电站的经营管理体制和成本回收机制，不仅有利于促进桐柏抽水蓄能电站的成本回收机制到位，保证桐柏抽水蓄能电站投产后的正常运营；而且有利于将发改委71号文落到实处，可为其他抽水蓄能落实成本回收机制起到示范作用。 该课题在对华东电网现场调研的基础上，结合华东电网的实际情况，对桐柏抽水蓄能电站运行方式进行了较为详细的模拟优化研究；在此基础上，结合当前有关电价政策，以及国内抽水蓄能电站经营管理的实践经验，分析提出了桐柏抽水蓄能电站的合理经营管理方式和成本回收机制，并对成本回收机制对用户的影响进行了分析。 ABSTRACT After power plants were separated from grid and Document No. [2004] 71 was issued by Energy Department of National Development and Reform Commission, Tongbai pumped-storage station of Zhejiang Province is the first pumped-storage station which will be put into production. The project studied the management and administration mechanism and cost recovery mechanism of Tongbai pumped-storage station of Zhejiang Province, in order to ensure the normal operation after it being put into production. The project is also useful for putting Document No. [2004] 71 into practice and the cost recovery mechanism of Tongbai pumped-storage station will be a model to other pumped-storage station. The project focused on optimizing the operation mode of Tongbai pumped-storage station of Zhejiang Province, based on investigation and research to the East Grid of China.
