Based on the objective of the development of leisure agriculture in Tianjin， a new approach to the sustainable development of leisure agriculture in Tianjin was proposed. The basic resources included tamp of sustainable development， enhance the implementation of the policy and planning guidance ability， enhance the ability of sustainable development， strengthen the operation of the main brand influence， enhance the service ability of sustainable management of leisure agriculture， promote the sustainable development of leisure agriculture. Key words： Tianjin； leisure agriculture； sustainable development 休闲农业作为体现生产、生活和生态“三生”一体的农业经营方式，体现了人与自然的和谐共处，更好地实现农业资源的可持续利用，已经成为发展现代都市农业的新业态。截至2015年，天津市休闲农业与乡村旅游经营户达到3 000家，带动农民就业人数28万人，接待游客1 600万人次，实现农副产品及旅游综合收入50亿元[1]，休闲农业已成为农民增收、农业增效、农村增实力的重要途径 大力发展休闲农业，有利于推动农业和旅游供给侧结构性改革，促进农村一二三产业融合发展，是带动农民就业增收和产业脱贫的重要渠道，是推进全域化旅游和促进城乡一体化发展的重要载体（关于大力发展休闲农业的指导意见，农加发〔2016〕3号）。习总书记说：“绿水青山就是金山银山，要正确处理好经济发展同生态环境保护的关系，牢固树立保护生态环境就是保护生产力、改善生态环境就是发展生产力的理念”[2] 1 休闲农业发展以五大理念为指导 天津休闲农业发展必须树立创新、协调、绿色、开放、共享的发展理念，落实全市“一减三增”的结构调整部署和农业供给侧改革要求，以企业、合作社、家庭农场等为经营主体开展种植业资源、林业资源、畜牧业资源、渔业?Y源、休闲观光资源的深度开发和高效利用，促进农业、农村一二三产业融合发展；从都市农业发展的生产方式、产业结构、空间布局和激励机制上多管齐下，以农为本，统筹处理好生产、生活、生态的关系，树立开发与保护并举的理念，加大农业生态环境保护力度，走资源节约型和环境友好型的发展道路 1.1 创新发展理念 必须把创新发展摆在休闲农业旅游发展的
