摘要 保险监管是保障保险业健康、有序发展，保障保险消费者合法权益的重要手段。一般情况下，保险监管更多地体现为政府行为，是一种宏观层面的调控与监管，因此其所使用的手段主要表现为法律法规、行政指令和经济手段。世界各国基本上都建立了各具特色的保险监管制度，通过多层次的机构设计和科学的手段实现对保险业的监管，有必要进行分析和研究。 本文首先介绍了绪论部分，介绍了研究背景与意义，对概念界定及理论基础、研究方法和创新点进行说明，其次对中外保险市场诚信问题监管政策比较分析，从美国、日本、英国国外保险市场诚信监管分析，提出了在监管力度方面、监管方式方面、监管意识方面、制度建设方面对中国的启示；第三章介绍了中国保险市场诚信缺失问题及其根源分析，中国保险市场诚信监管存在问题包括诚信问题监管的意识不到位、诚信问题监管方式单一、诚信问题监管力度不足、诚信问题监管“忽冷忽热”、奖惩体系标准缺失；中国保险市场诚信监管存在问题分析原因分析主要包括消费者和保险服务商之间信息不对称、市场经营主体与监管者之间存在数据缺失矛盾、财政支持力度不足，未能形成长久机制；第四章介绍了中国保险市场监管的政策建议，提出了监管原则包括长久性、全面性、客观性，具体对策包括加强诚信问题监管的意识、转变诚信问题监管的方式、提升诚信问题监管的力度、打造诚信问题监管的长效机制、制定严明的奖惩评定体系。关键词：保险；诚信；监管政策abstractInsurance regulation is an important means to ensure the healthy and orderly development of the insurance industry and protect the legitimate rights and interests of insurance consumers.
