Key words: e-commerce, retail, electricity, Internet + 1 引言 电子商务源于英文Electronic Commerce或Electronic Business,缩写为EC或EB,其主要含义包括两个主要内容,其一是指电子商务方式,其二是商贸活动.随着IT行业的不断强健,电子商务也有着广泛的定义:电子商务实质掌握信息技术和商务规则的人,系统地利用各种电子工具和网路高效率,低成本地从事以商品为中心地各种商业贸易活动.1997年11月在法国举行的国际商会回忆(The World Business Agenda for Electronic Commerce),到会的专家给电子商务做了一个比较全面而有权威的定义:”电子商务,是指实现整个商业过程中个阶段的交易活动的电子化。随着人类社会从业社会迈向信息社会，世界上每个国家都在不遗余力地推进社会信息化。作为信息化过程中最重要的推动力电子商务已成为新的经济增长点。发展电子商务,对于合理组织企业的信息流、资金流和物流，增加贸易机会，降低贸易成本，简化贸易流程,提高贸易效率,加速实现信息化具有重要意义。作为一个潜在的巨大市场 ,中国的电子商务在政府的重视与指导下,出现了前所未有的发展势头。如今，国家大力支持电子商务，出台了各种激励政策，各级政府都把电子商务发展作为首要任务，很多企业都希望通过电子商务拓宽自己的业务渠
