分类号 学校代码 10129 学 号 内蒙古农业水资源可持续利用研究 Study on Sustaiable Utilization of Water Resources 申 请 人： 杜培刚 学位门类： 农业推广硕士 学科专业： 农业推广 研究方向： 农村与区域发展 指导教师： 盖志毅 教授 论文提交日期：二〇一二年十一月  摘 要 水资源是基础性的自然资源和战略性的经济资源，是经济社会发展的重要支撑，是生态与环境的重要控制性要素，是一个国家综合国力的重要组成部分 本文综合运用调查研究的方法、定性分析与定量分析相结合的方法，实证分析与规范分析相结合的方法，从水资源利用、保护、管理的角度对内蒙古地区农业水资源可持续利用问题进行了深入的探讨和系统的研究，提出了一系列对策建议。全文的主体结构分为六部分。第一部分为引言，阐述了研究内蒙古自治区农业水资源可持续利用的重大意义、背景、方法，以及对国内外在相关领域所开展的研究工作进行概要评述；另外，将可持续发展理论和相关经济学、生态学理论作为本文研究的基础，阐述了各相关理论的内容，在此基础上，总结出农业水资源可持续利用的内涵。第二部分对研究区域做了简要介绍，重点对研究区域农业经济和水资源状况，以及水资源分布特点作了详细的说明。第三部分重点研究了区域农业水资源开发利用现状、存在问题。第四部分采用定性分析和定量分析相结合的方法，利用模型分析研究地区农业水资源可持续发展的压力指数，在得出沿用现有的用水方式无法实现区域农业水资源可持续利用的基础上，进一步对区域水资源可持续利用所面临的严峻挑战做出了评价，明确得出区域农业水资源发展和保护的紧迫性。第五部分在水资源可持续利用原则的基础上，提出了实现区域农业水资源可持续利用的基本思路和对策措施。第六部分从政府职能管理的角度，突出保障区域农业水资源的持续、高效利用，为农业水资源可持续利用指明发展和改革方向。 关键词：内蒙古自治区； 农业； 水资源； 可持续发展； Study on Sustaiable Utilization of Water Resources Abstract Water，the most fundamental agricultural resources，is the most important condition and guarantee of agricultural development. In Inner Mongolia，the severe Shortage of water resources has become the biggest barrier of restrieting sustainable development of agrieulture. It is no doubtful that agrieulture will not develop sustainably without sustainable utilization of water resources. In this region water scareity serious pollution and undeveloped water resource management are the main reasons，and increasing water utilization efficiency，otimal agriculture water deployment method and high improved water resource management might be the effective means. In this dissertation，the advancements of current research was summarized， and based on the relative theory of sustainable development，economics and rough set theory and etc，the relationship of agriculture development and water resources，water demand management，agriculture water deployment model，comprehensive assessment method of agriculture water utilization and water resource management theory we
