Based on the archives practice of China, the difficulty of the performance evaluation of digital archives service is analyzed from the subjects of performance evaluation, the formulation of quantitative index, the detailed rules of scoring and the related data collection of performance. Finally, the following patterns are put forward to promote the performance evaluation: to professionally train performance evaluation subjects, to optimize the structure of the evaluation experts, to perfect participation mechanism of the archival users, to cultivate performance evaluation culture in archives departments, and to establish archives informatization system of the performance evaluation. Keyword: Digital archives; service performance; performance evaluation 档案信息化建设是信息社会发展的必然产物。馆藏档案数字化是档案信息化建设的必经之路和重要内容。其最终目的是通过计算机快速检索，提供快捷的利用，实现档案信息资源的最大共享。 一、绩效与馆藏数字化档案的服务绩效评价的内涵 在语义学上，绩效指成绩、成效。成绩是指工作和学习中的收获。成效是指功效或效果，performance有执行、完成、行动、工作、成绩、功绩的意思[1]172。从管理实践来看，人们对绩效的内涵的理解概括起来主要有两种观点：一种观点界定绩效为结果。如英国学者约翰·柏拉丁（John Bernadine）等将绩效定义为在特定的时间内，由特定的工作职能、活动或行为产生的记录，这种定义将任务完成情况、产出、结果等同于绩效；另一种观点认为绩效是行为。如坎贝尔（Campbell）等学者认为绩效不是活动结果而是活动本身，是人们实际做的、与组织目标有关的且能观察到的行为[2]36。综合绩效的语义及管理实践内涵，本文认为绩效涵盖投入、产出与效果，三者相辅相成，缺一不可。 数字化档案即指数字化形成的电子档案。本文对馆藏数字化档案服务绩效评价界定为评价主体立足馆藏档案数字的目的与数字化档案服务职能，参照评价指
