摘要：水泥制造业是基础工业，也是高能耗工业，在产品的制造过程中将耗用大量的热能和电能；同时水泥制造业也是高污染行业，主要污染物为粉尘，特别是干法水泥生产工艺，在工艺的全过程均有大量的粉尘产生，增加粉尘的回收量、消减其排放量，是水泥厂清洁生产的主要目标。BSTRACT: Cement manufacturing is the basic industries, but also high-energy consumption industries, the manufacturing process of the product will consume a lot of heat and electricity; At the same time, the cement manufacturing industry is highly polluting industries, major pollutants for the dust, especially the dry-process cement production technology, In the process the whole process a lot of dust are generated, increasing the recovery of the amount of dust, to reduce their emissions, is the cement of the main objectives of cleaner production. 1 前言
1.1 清洁生产的定义
清洁生产〔1〕（CLEANER PRODUCTION）是环境保护战略由被动反应向主动行动的一种转变，联合国环境规划署于1996 年提出了清洁生产的最新定义，即：清洁生产是一种新的创造性的思想，该思想将整体预防的环境战略持续应用于生产过程、产品和服务中，以增加生态效率和减少人类及环境的风险。
——对生产过程，要求节约原材料和能源，淘汰有毒原材料，减降所有废弃物的数量和毒性；
——对产品，要求减少从原材料提炼到产品最终处置的全生命周期的不利影响；
——对服务，要求将环境因素纳入设计和所提供的服务中。
换句话说，清洁生产就是用清洁的能源和原材料、清洁工艺及无污染、少污
染的生产方式、科学而严格的管理措施，生产清洁的产品和提供清洁的服务，塑
造“更清洁的工业”，实现“节能、降耗、减污、增效”的目的，实现经济和环
境的可持续发展。
水泥工业清洁生产〔2〕指的是：合理而有限地利用自然资源和能源，使用先进的生产技术和装备，生产全过程控制污染，并有效利用废弃物，生产符合工业标准的且无毒无害的水泥产品。
