“人口红利”衰退与地方政府对策研究——以保山市为例的中期报告 摘要： 在国内外研究氛围中，“人口红利”的衰退与地方政府的对策一直是一个备受关注的话题。本文以云南省保山市为例，运用定性研究分析方法，对研究对象所处的区域及其人口状况进行了深入分析，希望通过比较研究的方式，探讨人口红利衰退的原因与对策。研究发现，保山市在经济发展过程中，开始经历了劳动力供应减少、老龄化和人口流动等问题，人口红利的贡献不再占据主导地位，重要性逐渐下降。同时，为了应对这一现象，保山市政府采取了一系列的对策，如发展现代农业、推动中小企业发展、加强教育培训等措施。但是，这些对策还存在一些问题，如政府对策的协调薄弱、公共服务不充分、产业转型难度大等。因此，需要继续加强政府与社会的合作，采取更加灵活的政策措施，以促进保山市经济发展的稳步提升。 关键词：人口红利；衰退；地方政府；对策研究；保山市 Abstract: The decline of demographic dividend and the countermeasures of local governments have been a hot topic of research both at home and abroad. Taking Baoshan City, Yunnan Province as an example, this study analyzes the regional and population status using qualitative research analysis. Through comparative research, this study explores the reasons for the decline of demographic dividend and the countermeasures taken by the local government. The study found that Baoshan City has encountered problems such as labor force reduction, aging and population flow in the process of economic development, and the contribution of demographic dividend is no longer dominant and its importance gradually declines. Meanwhile, the Baoshan City government has taken a series of countermeasures, such as developing modern agriculture, promoting the growth of small and medium-sized enterprises, strengthening education and training. However, some of these measures still have deficiencies such as weak coordination of government policies, insufficient public service provision and difficulties in industrial transformation. Therefore, it is necessary to strengthen cooperation between the government and society by adopting more flexible policy measures to promote a steady development of Baoshan Citys economy.
