城市规划管理工作中存在问题及对策 　　摘要：现代城市规划是指导我国城市建设、促进我国城市发展的主要蓝图，是我们建设和管理城市的重要依据，更加是我国城市发展的根本所在。然而，现阶段我国的城市规划管理工作却呈现出了各种问题，即土地的利用不尽合理、缺少传统的特色与民众参与、环境遭到破坏以及执法执行不严等，急需解决。笔者从我国城市规划管理中的各种问题入手分析，进而提出了解决这些问题的有效对策，即提高城市土地的利用率、规划城市特色、提高民众的参与、改善环境以及严格执法等。笔者希望，本篇文章能够对我国当前的城市规划管理工作有所裨益。 　　关键词：城市规划管理；规划管理工作；问题；对策 　　Abstract: the modern urban planning is guide our city construction and promote the development of cities in China mainly blueprint, is our city construction and management of the important basis, even more is essential to the development of cities in China. However, at this stage of our urban planning management work, and present problems, that is not rational land use, lack of traditional characteristic and the people to participate in, the environment destruction and law enforcement is lax execution, need to solve. The author from our urban planning management in various questions of the analysis, and put forward some effective countermeasures to solve these problems, namely, increasing the utilization rate of urban land planning, urban characteristics, improve peoples participation, improving the environment and strict law enforcement, etc. The author hope, this article can to Chinas current urban planning management work at present. 　　Key words: urban planning management; Planning management work; Problem; countermeasures 　　 　　 　　中图分类号：TU984文献标识码：A 文章编号： 　　 　　 城市，是人类社会发展到一定阶段的必然产物，它是一定地域范围之内社会的政治、经济与文化的交流中心。而城市规划管理则是指为了保障城市内各项建设有序进行、协调发展而出现的，其根本的目的便在于使城市的发展建设获得更好的经济效益，环境效益以及社会效益。伴随着改革开放的历史步伐，我国的城市得到了前所未有的发展机遇。然而，由于我国城市规划管理的发展起步较晚，???我国的土地面积又过于宽广，导致现阶段在城市规划管理中出现的各种问题。城市规划管理的成功与否，直接关系着城市经济、社会、环境以及人口等是否能够和谐的发展，更加关系着整个城市的长远发展。所以，详细而科学的分析现阶段我国城市规划管理中出现的各种问题，并寻找出解决问题的有效策略，对于城市综合协调发展的实现具有十分重要的现实意义。 　　我国城市规划管理中存在的问题 　　1.1城市的土地利用不合理 　　 城市规划最为重要的一个目的便是要解决好人居住的问题，所以，土地资源的合理运用无疑占据着举足轻重的位置。而现阶段，我国城市土地利用的不合理主要体现在如下的几个方面：首先，现代的城市总是在无序的向外扩张着，从而导致了我国城市用地面积的不断增大，这种无序的向外扩张占用了大量的农用耕地，从而导致了土地利用率较低现象的出现；其次，城市的规划和管理过分的重视经济效益，导致了土地利用的不合理。在现今的城市中，各类用地的比例严重失调，居民生活用地及绿化用地的面积较少，而产业用地的面积则较多，
