河海大学 硕士学位论文 农民工市民化的困境及解决对策 姓名：于乾顺 申请学位级别：硕士 专业：行政管理 指导教师：杨文健摘要 农民工市民化，狭义是指城市农民工在身份上获得与城市居民相同的合法身 份和社会权利的过程；广义是指农民工在身份、地位、价值观、社会权利以及生 产生活方式等各方面全面向城市市民的转化，以实现城市文明的社会变迁过程。 农民工市民化有利于增加农民收入，促进农业现代化；有利于提高农民素质，促 进农民全面发展；有利于解决三农问题，构建和谐社会；有利于维护社会稳定， 确保国家长治久安，必将对整个国家和社会的发展具有深远的影响。目前，农民 工在城市里的边缘化现象依然突出，而且由于城市化水平较低和各种观念制约， 以及户籍、就业、社会保障、教育等体制藩篱的阻碍，未来农民工市民化进程依 然步履维艰。针对农民工市民化遭遇的种种困境，本文深入探讨了农民工市民化 的相应对策。对策要求必须深化户籍制度的改革，彻底破除城乡二元户籍壁垒， 积极促进农民工的政治参与，实现其政治、社会地位的提升；必须加强就业制度 创新，建立城乡一体化和谐平等的就业体制，积极促进农民工就业，同时要加强 农民工劳动权益保护，实现农民工收入的增加和经济地位的提高；必须完善农民 工社会保障体制，落实农民工的市民待遇，将农民工纳入社会保障的“安全网” 之下；必须落实农民工子女的教育问题，深化义务教育制度改革，解决农民工的 后顾之忧；必须推进城市化发展，拓展农民工市民化的居留环境，促进社会经济 的全面进步；必须统一社会各阶层思想认识，建立正确的市民化观念，优化农民 工市民化舆论环境。文章最后以江苏省苏南地区为对象，进行实证研究，力图通 过这一典型的实证，来证明前述解决对策在突破农民工市民化困境过程中所起到 的重要作用。 关键词：农民工、市民化、困境、对策 Abstract Peasants engineering citizcns，in a narrow Sell∞，means the process for them to get the same and equal social rights and identities as urban citizens．In a broad sense， it means the transformation of identity,status，value，rights and producing and lifestyles to the urban citizens in an all-round way,which helps to realize the social transformation of modem urban civilization．Peasant workers engineering urban citizens will help to benefit the income of peasants，accelerate the modernization of agriculture，improve the peasants in an all-round way,solve the present problem on peasants，countryside and agriculture，build a harmonious society,maintain the social stability and long-term security,extend the class basis of our Party and strengthen the leadership of OUr Party as well．All this is necessary to influence the development of the whole country and society deeply．At present，the marginalization problem for migrant peaSant workers in cities is still serious and obvious because of the low urbanization in our country,obstacle of traditional concepts，identity of peasants and urban citizens，employment，social security,education system and other elements．11le process for peasant workers engineering urban c
