探讨建筑工程造价管理中存在问题及对策分析 　　摘要：建筑工程造价管理是工程建设工作中十分重要的组成部分，对其经济利益产生最直接的影响。建筑工程造价在我国长期存在着概算超估算、预算超概算、决算超预算的“三超”现象，严重困扰着建筑工程投资效益管理。因此，只有加强建筑工程造价管理与控制，提高工程造价管理的科学性和合理性，才能合理的使用人力、物力、财力，有效的降低投资成本。本文笔者对目前建筑工程造价管理与控制存在的问题进行分析并提出对策并结合工作经验，提出对中国建筑工程造价管理的改革及对策分析。 　　关键词：建筑工程 造价管理 投资效益 工程造价控制 　　Abstract: the construction project cost management is engineering construction work very important part of its economic interests produce is the most direct impact on. Construction project cost in China there are long-term budget exceeds the estimation, the budget estimates, the final accounts of the budget SanChao phenomenon, serious with construction engineering benefit of investment management. Therefore, only strengthen building engineering cost management and control, improve the project cost management to be scientific and rational, and can reasonable use human, material and financial resources, effectively reduce the cost of the investment. In this paper the author on the construction project cost management and control and the analysis of existing problems and puts forward some solutions and connecting with the work experience, put forward the construction project cost management of Chinas reform and the countermeasure analysis. 　　Keywords: building project, cost management, investment returns, and project cost control 　　 　　 　　中图分类号：TU723.3文献标识码：A 文章编号： 　　前言 　　一个建筑项目，其过程是集管理、技术、经济于一体的综合性的工作，往往需要大量的资金。工程造价最有效的控制阶段在于设计阶段，项目建立以后能否到达到盈利或预期的效果，是每个业主关心的问题。这就要求工程造价人员，对投资的预期项目进行预算投资、项目设计、结算审核、确定和监督工程造价以及竣工验收进行全过程跟踪管理。实现投资的预算项目与工程造价的有效控制，合理确定工程造价，项目投资费用管???，促进建设工程造价管理在建筑市场的健康发展。 　　1 我国建筑工程造价管理与控制存在的问题 　　1.1 造价管理观念落后，政府过分干预 　　 目前我国建筑工程在造价控制与管理上，存在思想落后，观念陈旧，对建筑工程造价缺乏认识和整体概念不理解的问题。政府体系不健全，工程造价的政策措施和相关的法律框架不完善，监督不到位，实施不规范的问题仍大量存在。在造价管理和控制中，没有充分的实施动态管理；以及造价管理责任主体不明确，多头管理；工程造价咨询中介机构运作机制不健全等诸多问题。随着我国市场经济的不断完善和发展，国家对材料市场价格的监管，对商品价格进行的监控、计划、预测和调整，已经由计划经济时期的政府控制，转为市场调节。但是市场具有滞后性和盲目性的特点，完全依靠市场不能实现资源的合理配置。只有改善落后的观点和思想，在建筑工程造价上采取计划定价方式，以保证房地产市场的稳定。建筑工程造价往往是依据形状规定和机关价格进行编制。因此政府合理的干预是防止建筑工程造价市场混乱的
