表土剥离再利用工程绩效评价
——以重庆市三峡库区移土培肥工程为例

摘要:以重庆市三峡库区移土培肥工程为例,通过对该工程特点的分析构建绩效评价指标体系,根据科学性、可操作性等原则将评价指标体系分为绩效指标体系和成效指标体系,在此基础上采用层次分析法确定指标权重,最后通过模糊综合评价法进行项目绩效评价分析。分析结果显示,三峡库区移土培肥工程成效指标体系综合评价向量为0.8751,绩效评价体系综合评价向量为0.6170。按最大隶属度原则,该工程无论是成效评价还是绩效评价均属于优质工程。

Abstract: Take Shifting Soil and Fertility Betterment of Three Reservoir Area as Example, Constructed through the analysis of the engineering characteristics of the performance evaluation index system, Performance measurement system and performance indicators system in accordance with the principles of science and operability evaluation index system is divided into,On this basis, using the analytic hierarchy process to determine the index weight, and finally through the fuzzy comprehensive evaluation method for the analysis of project performance evaluation. The analysis showed that the comprehensive evaluation index system vector of the effectiveness of the shifting soil fertility project of the Three Gorges Reservoir Area 0.8751, comprehensive evaluation vector of the performance evaluation system for 0.6170. Maximum membership degree principle, the project evaluation of the effectiveness or performance evaluation of a quality project.
