农村公共物品供给主体失衡问题研究.pdf

摘 要 我国长期以来实行的以政府为中心的一元化供给体制，以及各级政府在农 村公共物品供给职责上事权和财权划分的不合理，使得我国现行农村公共物品 的供给主体在外部架构和内部结构上存在着严重失衡的问题,主要表现为供给主 体单一，缺乏政府以外的其他参与者（外部架构）；供给责任不清，供给主体缺 位和错位（内部结构）。这些失衡现象在某种程度上造成了农村公共物品供给的 失效，一方面供给总量不足，一方面供给结构出现矛盾，从根本上制约着农民、 农业和农村的发展。虽然我国政府认识到了这方面的不足，但是在扭转供给主 体失衡局面上以及消除失衡原因上还存有一些现行制度和机制上的问题：各级 政府的公共责任划分不清，基层政府事权与财权不统一，农村的基层民主建设 薄弱、农民的参与不够，农村公共产品供给筹资依然存在制度缺陷，农村税费 改革进一步导致了县乡财政的失衡等。而日本和德国在构建农村公共物品供给 主体的制度安排上却有很多值得借鉴的地方：发达的社会补充体制、运行有序 的财政支持体制，公共物品供给中农民参与决策，强有力的监督体制以及严格 规范的法律体制等，依据这些启示，我们可以对供给主体的失衡进行改革与重 构,通过构建多元化的农村公共物品供给体系，明确政府供给的责任、纠正其错 位职能，完善农村公共品的供给决策机制，建立健全各种约束机制、强化对公 共资源使用的监督，建立健全与农村公共物品供给主体相关的法律政策等一系 列的制度安排营造出一种有益于实现农村公共物品供给主体多元化及有序运行 的良好的政策环境。 关键词：失衡；错位；一元化供给体制；多元供给主体 1 Abstract Unitary supplying system centred on government ,which has been carried out for a very long time .and the irrationalities in division of executive and financial rights as to responsibilities of governments for supplying rural public goods give birth to severe imbalance of external frame and internal structure in our supplier system. The imbalance lies in the single supplier and the lack of other participants— external frame; indefinite responsibilities and malposition of supplier in providing system— internal structure. The imbalance causes inefficiency to certain degree in supplying public goods. On one hand , the total amount is insufficient; on the other hand , the supplying system appears to be disharmonious. All of these fundamentally hinder the development of peasants 、agriculture and village.
