PAGE 2 中山市新型农村合作医疗保险制度实施现状及对策研究 摘要：新型农村合作经济组织在发展农村经济、提高农民生活水平方面具有十分重要的意义。农村居民长期难于看病贵，新农合制度有助于缓解农民的经济负担，提供了医疗保障，给农民带来方便，目前我们应该着力研究如何提高新农合制度的可操作性，保障农民健康，促进新型农村合作医疗的长期稳定发展。本文的研究对象是中山市新型农村合作医疗保险制度，通过文献资料法、以马斯洛的需要层次理论，社会公平理论，福利经济学理论为理论基础，研究新农合的发展过程，存在的不足以及特点，其次，从农民参与保险的主体、动机、参与意识淡薄、制度认识不清、农民参与本文针对该市保险参与中存在的问题，从政府，筹资机制，监督机制，宣传力度等方面并结合现状提出相关对策，首先要加大宣传，给农民进行有关的宣传教育来提高农民对制度的认知程度，让农村居民有信心，积极地参保，扩大筹资渠道以及保障范围，政府加大投入，给予更多的政策支持，不断完善，促进中山市新型农村合作医疗制度的发展。 关键词： 新农合，保险，可持续发展，对策建议 PAGE 25 Research on the current situation and Countermeasures of the implementation of the new rural cooperative medical insurance system in Zhongshan City Abstract： The new rural cooperative economic organization is of great significance in the development of rural economy and the improvement of farmers living standards.
