Abstract: This paper innovative RFID-based dynamic access, GPRS (General Packet Radio Service, General Packet Radio Service) two-way communication, GPS real-time positioning and GIS path tracking system architecture of the dynamic traffic conditions through information flow, data flow and timely mutual transmission and accurate identification of different vehicles and get the road network in the vehicles location, speed, direction and a series of information, through a summary of the above information and combining GIS geographic information system to obtain city status in real-time traffic information, while changing previous single model to predict traffic way to BP-GM hybrid model of efficient and accurate prediction of the future period of time within the various sections of the road network traffic and congestion flow rate through out quantitative research results coming period road the road network traffic conditions, traffic information and timely feedback to the operation of the vehicle around and divert institutions, in order to achieve the travel warning and vehicle traffic congestion dynamic route guidance, to prevent the occurrence of massive congestion.
