《鹿特丹规则》无单放货条款的影响及中国的应对之策的中期报告 摘要： 本文主要研究了《鹿特丹规则》中的无单放货条款对于全球贸易和中国贸易的影响，分析了我国当前的应对之策，并提出了一些建议。通过分析可以发现，随着全球贸易的不断发展，无单放货条款越来越受到重视，同时其对于贸易的便利性和安全性也得到了提高。在我国，相关部门已经开始研究应对措施并制定相关政策和法规。建议我国进一步加强与国际组织和其他国家的合作，推进贸易便利化和贸易合作，提高企业的竞争力。同时，加强对重要港口和货物的监管，加强风险管理和技术创新能力，确保货物的安全和顺利通关。 关键词：鹿特丹规则；无单放货；贸易便利化；贸易合作；风险管理 Abstract: This paper mainly studies the impact of the no-document release provision in the Rotterdam Rules on global trade and Chinas trade, analyzes the current response strategies of China, and puts forward some suggestions. Through analysis, it can be found that with the continuous development of global trade, the no-document release provision is increasingly being valued, and its convenience and security for trade have also been improved. In China, relevant departments have begun to study response measures and formulate relevant policies and regulations. It is suggested that China should further strengthen cooperation with international organizations and other countries, promote trade facilitation and cooperation, and improve enterprise competitiveness. At the same time, strengthen the supervision of important ports and goods, enhance risk management and technical innovation capabilities, and ensure the safety of goods and smooth customs clearance.
