TFU functions:
synchronize cell to CDMA System Time (GPS network)
generate CDMA clocks (19.6608 MHz, EvenSecTick)
generate frequency reference (15 MHz)
collect cell frame/user/amplifier alarms
Oscillator/TFU Sets
Oscillator/TFU sets only in Primary Frame
if either member of the set fails, the whole set is taken out of service
Backup Osc/TFU set is optional
Primary Oscillator may be Rubidium or crystal
Backup Oscillator must be crystal
insufficient space in frame for 2 Rb Osc.

Each CCU combines previous CCU Tx data with its own, forwards composite signal on to next CCU in cluster
CCU bypass mechanism allows Tx data to connect to 2nd adjacent CCU, bypassing failed (or missing) CCU
