基于城市更新视角下的廉租房路径选择——以西安地区草阳小区为例的中期报告 (Translation: Mid-term report on the path selection of affordable housing based on urban renewal perspective - taking Caoyang Community in Xian as an example) 摘要:草阳小区是西安市历史城区的一块老旧住宅区,面临城市更新的挑战。本文以草阳小区为案例,探讨基于城市更新视角下的廉租房路径选择。首先,通过对草阳小区的历史背景、现状、问题分析,指出了草阳小区面临的城市更新挑战。其次,根据我国现行房地产政策和西安市相关政策规定,提出了草阳小区廉租房建设的法律依据。然后,本文探索了廉租房的路径选择,即政府购买、社会投资或混合所有制,分析了不同路径选择的优劣势,并针对草阳小区的现状和需求,提出了混合所有制模式的建议。最后,本文提出了廉租房建设的实施步骤和关键措施。 Abstract: Caoyang Community is an old residential area in Xians historic urban area facing the challenge of urban renewal. This paper takes Caoyang Community as an example to explore the path selection of affordable housing based on the perspective of urban renewal. Firstly, through the analysis of the historical background, current situation and problems of Caoyang Community, the urban renewal challenges faced by it are pointed out. Secondly, according to the current real estate policies in China and relevant policies in Xian, the legal basis for the construction of affordable housing in Caoyang Community is proposed. Then, this paper explores the path selection of affordable housing, including government purchase, social investment or mixed ownership, analyzes the advantages and disadvantages of different path selections, and proposes the suggestion of mixed ownership mode based on the current situation and needs of Caoyang Community. Finally, this paper puts forward the implementation steps and key measures for the construction of affordable housing.
