摘 要
随着近年来我国个人住房贷款业务的迅猛发展,其风险也日益凸显,这些风险
对商业银行的信贷资金安全和我国金融市场的稳定、健康发展造成了重大的威胁。对
个人住房贷款的风险进行客观的认识和分析,针对国内商业银行实际情况找到化解、
减少个人住房贷款风险的有效方法是我国商业银行亟待解决的一个问题。
本文从多个角度、因素入手,在充分研究了我国个人住房贷款历史沿革和发展现
状的基础上,将国内商业银行个人住房贷款风险分为四大类,分别为:信用风险、市
场风险、操作风险和政策风险,并对相关风险进行了具体阐述。接着,以中国建设银
行上海市分行为例,通过对其风险管理现状的分析找出在风险管理理念、内控制度和
技术手段上所存在的问题。随后运用笔者在实际工作中掌握的贷款样本统计数据对影
响个人住房贷款风险的因素进行多维度实证研究,主要包括了贷款信息特征、客户信
息特征和抵押物信息特征等风险因素与个人住房贷款违约风险之间存在的一定联系。
通过上述理论分析和实证研究,同时比较研究国外个人住房贷款风险防范经验以
及最近的美国“次贷”危机的教训后,本文针对中国建设银行上海市分行的实际情况,
分别从贷前、贷中、贷后等方面提出了切实可行的风险管理策略,形成了一个完整的
个人住房贷款风险管理改进方案。其中,特别对个人住房贷款评分表进行了改进,使
之能够符合目前信贷政策和上海地区经济环境的实际情况,更有效地起到防范信用风
险的作用。最后,对宏观层面的外部环境建设提出了一些设想,弥补了单纯由商业银
行微观层面提出的个人住房贷款风险管理改进的不足。

Abstract
With the rapid development of personal housing loan of China, the risk of it is much
more obvious than days before. The risk threatened the safety credit loan funds and
stability of financial market of China seriously. It is quite urgent to analyze and recognize
of the risks of the personal housing loan objectively and find out the effective solution to
reduce the risk of personal housing loan based on the facts of domestic commercial banks.
From multi-prospective of views, this essay classified the risks of personal housing
loan in domestic commercial banks into four categories based on the history of
development and current status of China’s personal housing loan: credit risk, market risk,
operational risk and policy risk. The essay also illustrated each risk in detail. Then, under
the example of China Construction Bank Shanghai Branch, the problems could be found
out on theory, internal disciplines and technical means after research of its current status of
risk control. With the sample of statistics from author ’s daily work
