摘 要 21世纪将是一个竞争更加激烈的时代，任何事物和个人都将面对优胜劣汰 的挑战和物竞天择的考验。纵观社会各个领域的竞争，我们不难看出，新闻传 播领域的竞争也在变得越来越激烈。如何能够在竞争中抢占先机、夺取制高点 是每位新闻人正在思考的问题。为此，新闻策划理念应运而生，并成为提升新 闻传播质量的一种重要手段。在社会这个大舞台中，政府是其一个重要的构成 单元。政府是实现国家稳定繁荣的必不可少的机构。它的行为和状态一直被社 会大众所关注。如何能够让政府借助媒体把新闻事件更及时、更准确地传播给 受众，成为政府工作人员和新闻从业人员的一个重要研究领域。如果将新闻策 划理念引入政府管理中，实现政府新闻报道策划，相信新闻传播效果会得到提 升，新闻传播事业的综合实力也会进一步增强。 本文采用分析与综合相结合、理论与实践相结合的研究方法，对政府新闻 报道策划进行研究。论文遵循“什么是政府新闻宣传——影响政府新闻宣传的 因素——我国政府新闻宣传的现状及存在的问题——政府新闻报道策划的目的 ——政府新闻报道策划的流程——如何避免政府新闻报道策划失误”这个思路 进行研究。本文从宣传目的这个角度，对政府新闻报道策划进行重点分析，并 结合工作实际提出了政府新闻报道策划的流程。论文最后针对政府新闻报道策 划可能存在的误区进行了理论上的探讨，并提出避免途径。 本文提出的政府新闻报道策划从理论上看是对新闻策划理念的一个细化， 但具有可操作性，希望能为政府部门或其他组织进行新闻策划提供一些思路。 关键词：政府新闻报道；策划；流程 1 Abstract 21 Century will be an era full of competition, anything and anyone would have to face the challenge of “Survival of the Fittest” and the test of natural selection.
