“农进渔退”：20 世纪 50-80 年代鄱阳湖区的草洲纠纷吴 赘（1.江西财经大学 博士后流动站，江西 南昌 330013；2.江西师范大学 传统社会与江西现代化研究中心，江西 南昌 330022）【摘 要 】 草 洲 是 鄱 阳 湖 区 的 重 要 资 源 ，既 能 提 供绿 肥 、饲 料 、燃 料 和 原 料 ，又 可 以 围 垦 成 耕 地 。 20 世 纪 50－80 年 代 鄱阳 湖 区 发 生 了 很 多 草 洲 纠 纷 。 本 文 将 草 洲 纠 纷 置 于 系 统 论 视 野 下 ，对 其 进 行分 类 并 分 析 其 原 因 ，从 环 境 、人 口、制 度 和 经营 管 理 四 大 要 素 入 手 ，探 讨 鄱 阳 湖 区 草 洲 纠 纷 的 解决 。 草 洲 纠 纷 不 仅 影 响 社 会 秩 序 的 稳 定 ，而 且 会 造 成 社 会 资 源 的 浪 费和 破 坏 ，亦 不 可 避 免 地 给 地 方 文 化 等 诸 方 面 带 来 消 极 影 响 。 当 然 草 洲 纠 纷 也 具 有 一 定 的 积 极 作 用 ，它 是 社 会 的 “预 警器 ”，具有 社 会 “安全 阀 ”和 “排 气 孔 ”功 能 ，有 利 于 构 建 公正 合 理 的 社 会 。【关 键 词 】 农 进 渔 退 ；湖 区 农 耕 化 ；鄱 阳 湖 区 ；草 洲 纠 纷 ；系 统 论【中 图 分 类 号 】S-09；K207【文 献 标 识 码 】A【文 章 编 号 】1000-4459（2014）06-0105-11“Agriculture Developing and Fishery Shrinking ”：Grassland Disputes in Poyang Lake District during the 50-80s of the 20th CenturyWU Zhui（1.Applied Economics Postdoctoral Mobile Research Station, Jiangxi University of Finance and Economics,Nanchang 330013；2.Research Center of Traditional Society and Modernization of Jiangxi, Jiangxi Normal University, Nanchang 330022）Abstract: Grassland is the important resources in Poyang Lake District, it not only can provide green manure, fodder, fuel and raw materials, can also be reclaimed into farmland. There have been a lot of grassland disputes in Poyang Lake District during the 50-80s of the 20th century. This paper inspects the grasslanddisputes in the view of system theory, classifies them and analyzes the causes. Through the four elements: environment, population, systems and management, the paper probes into the measures to solve the disputes of grassland in Poyang Lake District.
