摘 要
车牌识别系统作为智能交通系统的重要组成部分,在交通监视和控制中占有很重要的地位,己成为现代交通工程领域中研究的重点和热点之一。车牌识别技术综合了图形处理、计算机视觉、模式识别的技术以及人工智能等多学科的知识,其目的就是在无需为车辆加装其它特殊装置的情况下实现对车辆的自动监测,从而给交通系统的自动管理提供了极大的方便,因此车辆牌照自动识别系统的实现是推进交通管理计算机化的关键技术之一。而且该项技术应用前景广泛,在自动收费系统、不停车缴费、失窃车辆的查寻、停车场车辆管理、特殊部门车辆的出入控制等领域得到了广泛的应用。
一个完整的车牌识别系统包括车牌定位系统和字符识别系统两大模块。在本次毕业设计过程中,是通过现有算法和技术对字符识别系统的解读和实现。
本文的主要内容首先分析了车牌识别技术的研究现状,然后分别对车牌识别系统的字符识别系统的两个部分:字符分割,字符识别加以详细介绍,并通过一定的算法对其加以实现。在实现的过程中,字符分割功能主要使用投影法实现,字符识别功能则通过BP神经网络实现。

ABSTRACT
License Plate Recognition System as an important part of the Intelligent Transportation System,it play an important role in the traffic monitoring and control, has become one of the hottest and the focus of the study in the field of modern traffic engineering.License plate recognition technology include graphics, computer vision, pattern recognition technology and artificial intelligence and so multi-disciplinary knowledge,its purpose is to achieve vehicle automatic monitoring in the case that other special devices do not need to vehicles with , and thus to provide a great convenience for automatic management of the transportation system ,so vehicle license plate recognition system is one of of key technologies of promote of computerization of traffic management. And the prospects of application of this technology is very extensive,in of automatic toll collection system, parking fee, stolen of vehicles search, management of vehicles in the parking , and special department vehicle access control and other fields has been widely used.
A complete license plate recognition system consists of two modules,the license plate location positioning system and the character recognition system.In this graduation design process,by existing algorithms and techniques to interpretation and implementation the character recognition system.
