Now Hunnan New District covers three national level zones: Shenyang High-tech Industrial Zone，Liaoning Shenyang Export Processing Zone, Cross Strait Industrial Zone. Though Hunnan New District has a very good foundation, but its industrial volume is still small’ there is no effective industrial chain and industrial clusters. The purpose of this article is to study the construction of industrial zone under the vision of industrial clusters, to explore the road of industrial clusters development. The article started from industrial clusters, based on international and domestic research, explain the basic concept and advantage of industrial clusters. At the same time，tracking the research work in terms of industrial clusters and evaluating the existing problems. Comparing detailed literature, the article investigates and describes the layout of Hunnan Industrial Zone. By applying a lot of data, the article quantitatively analyzes the industrial clusters in Hunnan New District. The article uses area value as the measuring method to calculate different industrial values, analyze their features. The article uses questionnaire to understand connection between the enterprises and agencies in the industrial zone. Based on above study, the article on one hand analyzes the current condition of industrial clusters, and on the other hand points out the existing problems to explain that the industrial clusters necessity. At last, the article gives out the strategy of developing High-tech industrial in Human New District, telling the government position, reasonable layout and creating appropriate environment. At the
