The purpose of the commercial bank reform is to promote the core competence while guaranteeing the finance safety, and the core competence needs the performance evaluation to carry on the reflection. Recently, introducing foreign strategic investors is another hot issue. China construction bank has introduced Bank America Corp., and bank of china is negotiating with Temasek Holdings Pte. LtdBut introducing the foreign strategic investors is just a means. After the foreign strategic investors introduce the excellent management experience and corporate governance, an involuntary problem comes out: How to evaluate the function of the foreign strategic investors.
