水产品质量安全关键控制体系研究.pdf

摘 要 水产品由于味道鲜美，营养价值高等特点在人们的饮食结构中占据重要地 位。近年来，我国关于水产品质量安全的事件层出不穷，受到政府和消费者的 广泛关注。因此，分析总结我国水产品质量安全监管体系的建设状况，探究影 响质量安全控制的关键与重点，对关键控制体系进行较深入的剖析，对加强我 国水产品质量安全管理，进一步提高消费者健康水平、提升水产品国际竞争力 具有明显的现实价值和应用意义。 论文共分六章。分别阐述了水产品 HACCP 体系、可追溯体系和预警体系 在保障水产品质量安全中的重要性：水产品养殖和加工企业建立 HACCP 质量 认证体系，可有效的保证水产品的质量安全，将生产加工过程中的危害降低到 最低，但 HACCP 体系并不是零风险的。更高水平的可控是建立水产品可追溯 体系，一旦在市场上发现问题产品可根据追溯信息快速定位到问题环节。而水 产品疾病防控预警系统可根据养殖和加工过程的各项指标参数预测其可能产生 的影响，能够做到提前预报产品的安全性，防患于未然，或者通过抽检检疫的 方式做到及时发布危险通知，将危害降低到最小。把预警、追溯的关键点与 HACCP 的“关键控制点”相结合，对整个控制体系的优化和良好运行是简单、 科学和可行的。 文章通过对我国水产品质量安全的三大关键控制体系进行特点研究，结合 典型案例深入剖析，对完善我国水产品质量安全控制提出了自己的思考和建议。 关键词：水产品，质量安全，HACCP ，可追溯体系，预警体系 Abstract As the result of delicious taste and high nutritive value, aquatic product is playing a more and more important role gradually in the human diet. In recent years, our country emerged one after another incessantly about the quality and safety events of aquatic product. These events have drawn wide attention from the government and consumers, and resulted in no small impact on the aquaculture industry. Therefore, the key tasks, which are summarizing the current status of quality and safety supervision system of aquatic product, researching on critical points of quality and safety control, and deeply analyzing critical control system, have important significance for China to strengthen quality control on aquatic product, improve the health level of consumers and enhance the international competitiveness of aquatic product. The paper is divided into six chapters and separately introduced the importance of HACCP system, traceability system and early-warning system in aquatic product safety.
