A地区中小型物流企业技术创新能力测评体系构建与分析 摘 要 随着经济的日益发展，中小型物流企业在我国经济和社会发展中的作用越来越重要 。由于特殊的发展背景和成长路径，我国中小型物流企业虽然有了长足的发展，但也存 在着自身的缺陷，企业经营以粗放型资源消耗为主，技术创新投入少，创新层次低，主要 以模仿创新为主，缺乏核心技术创新能力。特别是在当前全球经济小冰期的背景下，中 小型物流企业缺乏技术创新能力的劣势，使许多中小型物流企业面临着生存危机。然而 ，另外一些具有技术创新能力中小型物流企业却能在逆势中依然坚挺。这更凸显了技术 创新对于中小型物流企业的重要性。在新的经济环境下，我国中小型物流企业唯有走技 术创新之路，才能适应新环境，迎接新挑战，实现“二次创业”，这是中小型物流企业现实 选择。 目前针对中小企业技术创新的评价研究相对 少，论文根据中小企业技术创新下的 特点，应用层次分析法提出了基于过程模型的技术创新能力评价指标体系和技术创新绩 效评价模型，并进行了实证分析。最后，论文根据我国中小企业技术创新的现状和实证 分析的结果，提出了促进中小企业技术创新的对策和措施。 关键词：中小型物流企业；层次分析法；技术创新能力；技术创新绩效评价 I A地区中小型物流企业技术创新能力测评体系构建与分析 ABSTRACT With the development of the economy, small and medium sized logistics enterprises are becoming more and more important in the economic and social development of our country.
