However ，the statistics about the Smart library of Taipei Public Library show that there has been an obvious decrease in the usage rate of smart library in recent ten years. Within these ten years ，there is slow increase only in 20 15. The experience of Taipei Public Library tells us that the entity construction of smart library has the same problem as the traditional library. In face of the development bottleneck ，we propose that the development of the smart library should be based on the readers ’needs including space-time circumstances ，locations ，opening time ，information facilities ， paper resources ，service quality and so on. At the same time ，it is very important to consider the following factors : rational distribution and planning as a whole ，the regulation of resource distribution ，increasing the stability of operation systems ，comfortable reading
